These set of slides were presented by Secretary-General Dr. Orlando Mercado during the 1st International Policy Cycle Workshop on Understanding the Policy-Making Process: Dynamics and Prospects of Policy Formulation and Roles of Think Tank Institutions in EROPA's Members held at the Lembaga Administrasi Negara in Jakarta, Indonesia, on 10 December 2019. This event was organized by the EROPA Policy Studies Center. Secretary-General Mercado was invited to serve as a resource person in the workshop session. As a former Senator of the Philippines, he spoke of his experience in helping pass the Generic Drugs Law in the country and the dynamics in public policy making that helped and/or hindered the passing of the said bill into law.
