Dr. Edna Estifania Co National College of Public Administration and Governance, University of the Philippines
Edna Estifania Co is currently Dean and Professor at the National College of Public Administration and Governance (NCPAG), University of the Philippines. She has been a faculty member of the college since 1998.
She holds a Master and a Doctor of Public Administration (MPA, DPA) both from the UP NCPAG. In 2003, she was also a fellow (Post-Doctoral Fellowship) at the Institute for Development Policy and Management, University of Manchester.
Dr. Co is favorite consultant to various international and national development organizations since 1990 on organization and management, development programmes, and impact studies. These organizations include the Asian Development Bank (ADB), United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), EED Germany, among others.
Dr. Boon-anan Phinaitrup Graduate School of Public Administration, National Institute of Development Administration
Boon-anan Phinaitrup is currently Director of the Master of Public and Private Management Executive Program of the Graduate School of Public Administration, National Institute of Development Administration (GSPANIDA) in Thailand, a positions she has been holding since 2008.
She earned here three degrees from the United States -- her B.S. in Business Administration (1987) from the East-West University, and her ME. D. in Administration and Supervision (1989) and Ed.D. in Higher Education (1993) from the Loyola University Chicago.
Dr. Boon-anan teaches courses on Human Resource Management, Competency Assessment and Human Capital Development, and Management Information System at the GSPA-NIDA. She has written articles discussing human resource development, organizational development, public service management, and development administration, and has done various researches on technology transfer for human resource development, strategic measurement of human resource development, and organization and knowledge management, among others.
Ms. Agatha Anne Bunanta Royal Photographic Society - Indonesia Chapter
Agatha Anne Bunanta is a businesswoman from Indonesia. She is also a photography enthusiast and has various involvements in the field of photography.
She is a member of the Royal Photographic Society (RPS) and has been instrumental in the establishment of the RPS Indonesia Chapter. She is also a member of the Photographic Society of America (PSA), the Region Director for PSA in Indonesia, and has been regarded as PSA’s “Who’s Who” as one of the top overseas EID exhibitors in PSAWho’s Who 2006-2010.
Ms. Bunanta has received medals and honorable mentions from many international photo exhibitions around the world. She was the Chairperson of the Indonesia Salon Art Photography 2010 which has been successfully held with over 6,000 photos submitted from 730 entrants in 58 countries.
Dr. Roberto Paterno Camera Club of the Philippines
Roberto Paterno is currently involved in different organizations in the Philippines. He is a consultant at the Manila Electric Company where he also retired as Senior Vice President for Administration in May 1997. He is also the Chairman of the Philippine Cancer Society, a position he has been holding since May 1992. On 27 April 1989, he became the Treasurer of the Manila Chamber Orchestra Foundation, Inc. and continues to serve in this organization up to the present.
Dr. Paterno is not just a corporate practitioner, but also an academician as evidenced by his chairmanship of the Department of History of Ateneo Faculty of Arts and Sciences from 1965 to 1967. With an A.B. degree from the Ateneo de Manila Univeristy, an M.A. from Georgetown University and a Ph.D. from Harvard University, he compiled and edited the 4 volumes of the Horacio de la Costa. S.J. Selected Writings which was awarded “2002 National Book of the Year.”
Dr. Paterno is a lifetime member of the Camera Club of the Philippines, an organization of professional photographers in the country. He was awarded “Master Photographer of the Year” in 1984 and became President of the club in 1985.

Dr. Orlando S. Mercado Eastern Regional Organization for Public Administration
Orly Mercado is a Filipino diplomat, a former Senator, and Secretary of National Defense. He is a veteran broadcaster, and professor of political science, communication, and business management.
He earned his Bachelor of Arts in Political Science, Master of Arts in Communication, and Doctor of Philosophy in Political Science all from the University of the Philippines.
He is currently Secretary General of the Eastern Regional Organization for Public Administration (EROPA) based in Manila, Philippines, and President of the longest-running public service program on Philippine televeision, Kapwa Ko Mahal Ko.
Dr. Sombat Thamrongthanyawong National Institute of Development Administration
Sombat Thamrongthanyawong is currently the President of the National Institute of Development Administration (NIDA) based in Bangkok, Thailand. His practical experience in government is twinned with academic expertise.
As a Professor, Dr. Sombat teaches Policy Studies, Research and Development, Thai Social and Political System, and Project Planning and Development. His academic activities are not confined to the four walls of the university classroom, as he has gone beyond Thailand by means of educational site visits, seminars, and conferences in countries including the USA, the Netherlands, Malaysia, Greece, Korea, Lao People’s Democratic Republic, United Kingdom, Sri Lanka, Brazil, People's Republic of China, Cambodia, Republic of China (Chinese Taipei), Mongolia, and Indonesia.
Dr. Sombat holds a Ph.D. in Development Administration from the Graduate School of Public Administration of the National Institute of Development Administration (NIDA), Thailand; an M.A. in Government Studies, earned from the Faculty of Political Science, Chulalongkorn University, Thailand; and B.S. in Science from the Faculty of Science, Kasetsart University, Thailand.
Dr. Pan Suk Kim International Institute of Administrative Sciences
Pan Suk Kim is currently Director of the Institute for Poverty Alleviation and International Development (IPAID) and Professor of Public Administration in the College of Government and Business at Yonsei University in South Korea. He is the first Asian to be chosen as the President of the International Institute of Administrative Sciences (IIAS). He was elected to this position during the IIAS/IASIA Congress in Bali, Indonesia, in July 2010. IIAS (www.iias-iisa.org) is a global association of administrative sciences and its secretariat is located in Brussels, Belgium.
Dr. Kim is also the Editor-in-Chief of EROPA’s flagship publication, the Asian Review of Public Administration (ARPA).
Dr. Akira Nakamura Meiji University
Akira Nakamura had served as both Vice President and Dean of the Graduate School of Meiji University for six years until March 2008. He recently retired from the Meiji University where he enjoyed most of his professional career.
He is a former member of the Committee of Experts on Public Administration in the United Nations. Dr. Nakamura has numerous publications in both Japanese and English. These include “A Quest for Improving Global Governance” and “Preparing for the Inevitable: Japan’s Ongoing Search for Best Crisis Management Practices.”
In 2007, Dr. Nakamura was awarded a medal of honor from the Government of Malaysia for his contribution to training public officials from that country. Likewise, he was also accorded an honor of recognition from President Sadako Ogata of the Japan International Cooperation Agency (JICA) in 2008. In November 2008, Dr. Nakamura was awarded a Plaque of Recognition by the EROPA for his continuous and invaluable efforts to further develop the organization.
