Relevance of the Subject to Public Administration and Governance – 50 % 
Relevance of the subject refers to the subject’s applicability and connection to the theme. A material showcasing a means to alleviate poverty in a small community, for example, is one that is relevant to Public Administration and Governance. Depending on how it is presented, a long queue in a public health center may indicate peoples’ frustration or success of the system.


Visual and aesthetic quality – 20%
Visual and aesthetic quality of the material shall be based on the successful use of elements and principles (of photography) to convey a message, including effective use of background, design, framing and perspective, as well as visual impact.


Creativity and Ingenuity – 20%
Creativity and ingenuity is the ability of the material to quickly capture attention due to uniqueness and originality. A creative shot means that a photo/photo-essay is a product of the contestant’s imagination and innovation, thus producing a new material that can be considered as “out-of-the-box” but effective in conveying a message to viewers.


Overall Impact / Impression – 10%
Overall impact / impression refers to the ability of the material to incite emotions (agitation, excitement, pride, empathy), interest and inspiration.
